Sinking Fund vs. Maintenance Fee

Sinking Fund vs. Maintenance Fee

Both payments go to the same JMB account — but they serve very different purposes.

The Simple Analogy

YOUR HOUSEHOLD BUDGET:

Monthly Salary → Groceries, utilities, petrol = MAINTENANCE FEE
                 (spent every month, operational)

Monthly Savings → Emergency fund, new car, roof = SINKING FUND
                  (saved for future, big expenses)

What Each Fund Pays For

Maintenance Fee (Operational)

What’s coveredExamples
SecurityGuards, CCTV, access cards
CleaningDaily cleaning, pest control, waste
UtilitiesElectricity for common areas, water
StaffManagement office salaries
Regular repairsLight bulb replacement, minor plumbing
Lift servicingMonthly maintenance, inspection

Sinking Fund (Long-Term Savings)

What’s coveredExamples
Major structural repairsRoof waterproofing, wall cracking
Lift replacementComplete overhaul (every 15-20 years)
RepaintingFull building repaint (every 5-7 years)
M&E upgradesPump replacement, generator overhaul
Fire system replacementDetection panels, sprinklers
Special projectsSecurity system upgrade, pipe replacement

Under the Strata Management Act 2013:

  • Sinking fund contribution must be at least 10% of the maintenance fee
  • The sinking fund cannot be used for daily operational expenses
  • The sinking fund must be kept in a separate bank account
  • Audited financial statements must be presented at the AGM

What Happens When the Sinking Fund Is Low

ProblemConsequence
Lift breaks downNo funds to replace it — building has to do a special assessment (one-time charge to all owners)
Roof leaksRepair delayed while fund is raised — more water damage over time
Building needs repaintingCan’t afford it — property values drop, building looks neglected
Emergency (burst pipe)Sinking fund depleted — maintenance fee increases to replenish

A healthy sinking fund is the difference between:

  • “We need to replace the lift, here’s a special assessment of RM 2,000 per unit” 😟
  • “The sinking fund covers the lift replacement, no additional charge” 🙂

Questions to Ask at the AGM

  1. What is the current sinking fund balance?
  2. What percentage of our maintenance fee goes to the sinking fund?
  3. What major repairs are planned in the next 5 years?
  4. Is the sinking fund enough to cover these planned repairs?
  5. When was the last building repainting? Lift replacement? Roof repair?
