Both payments go to the same JMB account — but they serve very different purposes.
The Simple Analogy
YOUR HOUSEHOLD BUDGET:
Monthly Salary → Groceries, utilities, petrol = MAINTENANCE FEE
(spent every month, operational)
Monthly Savings → Emergency fund, new car, roof = SINKING FUND
(saved for future, big expenses)

Legal Requirements (Malaysia)
Under the Strata Management Act 2013:
- Sinking fund contribution must be at least 10% of the maintenance fee
- The sinking fund cannot be used for daily operational expenses
- The sinking fund must be kept in a separate bank account
- Audited financial statements must be presented at the AGM
What Happens When the Sinking Fund Is Low

A healthy sinking fund is the difference between:
- “We need to replace the lift, here’s a special assessment of RM 2,000 per unit” 😟
- “The sinking fund covers the lift replacement, no additional charge” 🙂
Questions to Ask at the AGM
- What is the current sinking fund balance?
- What percentage of our maintenance fee goes to the sinking fund?
- What major repairs are planned in the next 5 years?
- Is the sinking fund enough to cover these planned repairs?
- When was the last building repainting? Lift replacement? Roof repair?
